We can use the defaults for the basemap tiles and some overlays like GeoJSON layers, but we have to define a custom pane for the labels, so they show on top of the GeoJSON data. Custom map panes are created on a per-map basis, so first create an instance of L.Map and the pane:

Folium does not handle shapefile data directly, so we first read the shapefile in via GeoPandas then add the vector data to the basemap via folium.. We use the geopandas.read_file method to open a Shapefile of the boundaries of Colorado's counties. The read_file method is very versatile and can take a range of file types as inputs. In this case the Shapefile of interest resides in a zip file.
The following layer types are supported for custom and multilayer basemaps: imagery, map image, tile, vector tile, WMS OGC, WMTS OGC, Bing, and OpenStreetMap. Map Viewer does not display layers on a map without a working basemap because the basemap establishes the coordinate system of the map.
